From KPCC:
L.A. City Councilwoman Janice Hahn was the top finisher with nearly 25 percent of the vote. Secretary of State Debra Bowen was expected to make the runoff – but Republican activist Craig Huey finished ahead of her by 206 votes. That lead is shaky – the L.A. County Registrar says there are 9,800 absentee and provisional ballots still to count.

Debra Bowen campaign manager Dan Chavez released the following statement via email:
“This has been a very spirited campaign and it remains very close. There are 9,811 ballots that still need to be processed – more than enough to make up the difference. We are confident Debra Bowen will be in the runoff.”
