That is the Coast Guard training for ocean rescues! Not sure why the USCG team needs to train so close to shore: they are too far out for the public to really see what they are doing without a long camera lens, but they are close enough that the helicopter creates a ton of noise pollution for everyone that lives near the beach. I’m happy that they are there to save lives when needed tho!
