In what he calls an “unusual step”, Mayor Antonio Villaraigosa has “returned without signature the June 29, 2010 action of the City Council” which unanimously approved the Overnight Parking Ordinance.

UPDATE: CLARIFICATION ON WHAT THIS MEANS: When the Council adopts an ordinance the Mayor has three choices: sign it, veto it or allow it to become law without his signature. He chose the latter course.
The Oversize Vehicle Ordinance has thus passed.
